Between political considerations and the knowledge that it would be a very costly, as in casualties, battle a decision was made as to how far the Western front would go and Russia got to take everything up to that line. It let Russia appear to be the hero in the war, which they pretty much were, and letting them pay the price of such high casualties rather than you paying them.
