Ok, how did you condition your water? Should I replant in bigger pots? How big is needed for mature plant? How can you tell it is root bound?

This is my first grow so soil is new but I would not reuse. The water is straight out of the well. It is not softened. Without checking PPM how do I know if I am "locked up"? Where would I find a meter to check? Can I get by without it?
