It depends on what county you live in... 49 plants per person in Northern Cali (san fran, oakland, etc) with a script. and 5 plants per person in southern cali (LA county, san deigo, etc) with a script. Also in Humboldt county one can grow as many plants as they like, limited to 100 square feet...

I would go with 18, or the 1st time you catch them with it.
