For two plants how many cfl do I need per plant?? How long for veg? How long for flowering ? All with cfl!

Hey I so new to this and should have bought that 3 pak u talkn bout!!! I bought grow big and plants are 2 months old. Should I go get the other 2 for the 3 pak??

My plants are about 2 1/2 in 3 in. And I'm grow n in sill but on days with lil sun what kind of light(cheapest) can I use???
