I try to take pics like this for this sole reason. Look at the nodes, teeny tiny balls, I actually zoom my camera and use my phone to look and be 100% sure.

You always want a much light as possible, personally I hate stretch, I like to keep them as compact as possible keeping the most stretched ones on the outside edges like a vertical setup.

Unless you're talking about feminized seeds, then there's certain tricks to it but those things will be what they will be from the moment that seed is planted...no, produced, short of a stress induced hermie.

After making the switch to HID I will never veg past seedlings under cfls unless it's just fucking around or I absolutely have to. In 3 or 4 weeks ill have many plants the same size as the 2 I cut up, filling my tent up, then I'll throw some clones in the cfl box to flower early and pull an Oz...
