Curing buds are constantly giving off water vapor; that's an essential part of the process. Soooo.. humidity changes (increases) should be expected within the enclosed environment. That's exactly why you have to "burp" the containers at predetermined intervals... to release the vapor...
Then the humidipacks would be completely ineffective. No air = no humidity.
ETA: basically, it's an either/or proposition. Either use the humidipacks or vacuum seal. But not both...
