no i vegged for 4 weeks with a few little cfls thats why it didnt show my growth in the first few weeks

hiiiiiii can someone tell me if its ok to re-pot my plant????? during flowering?? iam 30 days into flowering and my pot is pretty small think its only a 1Litre pot and growth seems to be slow ,maby cos root bound??:?::?:
