How much does that co2 burner raise the temp in your room? Is it natural gas, or propane? Do you just have those 2x 1k's in that room? Where is the air cooling ducting pulling/running to from there? Where are the other 2 lights? Have you used those drippers before?

I use boost as an additive to my GH 3part during the flowering. I start using it 2-3 weeks into flowering. It's expensive, but seems to work. Although, i'm currently looking for a cheaper replacement that offers more.

As someone who is from Monterey County, and had a friend or two get busted there... I wish you the best of luck! Even with the your rec, they might be coming back for you.
