They are probably incredibly root bound by looking at those pots.

I bought a 734W actual draw LED array that is about a meter long. It is very bright. I have to have it 1 meter above my plants.

I believe I found the issue - Root bound. :)

I ensure the weight of the pot is light and the soil is dry to about 1 inch deep before I water. I then water until I get run off.

Nothing wrong with LEDs. Problem with most of them is that people under-use them. Most old people don't like LEDs just like they don't like iPhones. Different tech, better results if done properly (Like everything)
