does a plant grow new bud sites when flowering

i have 3 plants for the most part vegged well under 3 300 watt equivalent givin off 4200 lumens each soft white 2700k.after 24 days 1 plant is 13" 1 is 10 to11" (light fell on it once) and 1 8"(light fell on it 3 times) so jt has a lotta shoots(looks like a bush) im putting them in to 12/12 now...
