As far as I know (i'm no expert) but I don't think you shoud have any problems in veg under fluorescent. It's when you go to flowing you'll want to have the plants under HPS. What is the light spectrum of the T-5's you're using?

I am starting to understand all this lighting stuff but obviously have a lot to learn still. However I really like the idea of fluorescents opposed to HID's mainly because of heat build up. I just wish there was a way to use them efficiently... So in my quest I pose the following question...
