I've fumbled with seedlings that I thought were otherwise duds or for whatever reason and it didn't really affect my yield. Having said that, 6 cm tall at 17 days sounds like you more then just nudged a seedling.

12/12 lighting is what put plants into flowering. If I understand what you are saying, you want to make the plants flower (I don't think putting them outside would make them flower, it's only June.) And after you make them flower, you want to veg them more.. I've never done this, but personally...
