Cutting leaves off

The more important question is... Why do you have half dead leaves on your plant in the 3rd week of flower. Your plant needs it's leaves right now, you best keep them healthy.

The short answer is, the plant will drop them on its own.
I don't know why they are yellowing. The buds are still fattening up so I'm not too worried. I feed my White Cookies the same water and they are both deep green.

Leave them ... They will continue to shrivel and fade , let the plant pull what it is from them ... And as @vostok stated pull them whem brown... You will see that they will literally break off. Also look into why you have so many yellow leaves ... Sounds like she is hungry.

What nutrients are you using, what are you growing in, and what is your pH?
I'm growing in a 5x5x7 with a 1000watts running (unless it super hot outside them I turn it down to 600). 5 gallon Phat Sacks filled with FFOF. Ventialtion with carbon scrubber. This is my second season so I'm not familiar with how to use PH Levels yet. My first season I made a huge mistake and was feeding my plants tablespoons vs teaspoons and they had tons of nute burn. This season I gave them nothing but water till week 3 of flower. I fed them some Beastie Bloomz then it two weeks I'll feed them with Cha Ching before the final flush.

They need nitrogen, not high P "bloom" foods. As soon as you see yellowing on the lower leaves be quick to correct it. What is the npk ratio of your bloom food?

0-50-30 for the Beastie Bloomz. I also have a General Organics GoBox nute set. I can honesty say I saw a big difference after the first feeding.

FFOF will really only carry the plant through veg after that you gotta start feeding them ..... in soil i use a seedling starter/ humic acid like week1.... then veg feed at preflower and at the pom pom preflower stretch phase and its bloom from then on out every other water.... but my bloom feed is a 5-4-8 npk but its 2 part so i can back off the nitro some
