I watered my plants today and noticed that the second I watered all these little bugs came crawling out of the soil. They only come out when watered.
Some of my plants have slowed growth drastically but others are just a little slowed. The leaves look find but I don't know what the hell these are

I don't see any on my plant just the soil

could be gnats, could be worse. neem oil with your next watering, sticky cards to track your progress.
water only when whole pots feel light and dry.
fungus gnats eat young roots. they get stuck in sticky buds too, which wont grow in mud.

Your soil looks way too wet, it's possible they are gnats, and they are dangerous to your plant and will feed off your roots. If they are gnats they aren't mature yet

Fungus gnat larvae are translucent worm like larvae with black heads.

The picture posted above TBH is too hard to tell what they are as it's not clear enough!

Pick a few off and get some good pics, so you can compare to google pictures. Those do not look like fungus gnats . . . And there is a bunch of them. Take the pics, figure out what kind big it is and these folks will kill it for you.

If it's fungus gnats lady bugs won't do a thing and they aren't harmless like someone who doesn't know said. Their larva eat the fine root hairs and slow down growth until it stops with the plants drying up and dying later. Sticky traps to reduce the amount of adults. Get all bags of soil far away from your grow space too as that's where the little buggers often originate from. Various things like dunks and other soil treatments but I cover the top of the soil with diatomaceous earth and bottom water the plants to keep the surface dry. With traps to get rid of adults and trapping the larva in the soil so they can't emerge they are soon gone.
