Space bucket and fans

First time bucket build, have question about fans and timers. I know that my active COB led heatsink fan must be on while light is on but would be useless to have fan on while light is off. Question is should my intake and exhaust fans be on 24/7 or should they be on timer. Should I have active LED fan on timer with my LED power supply? I plan on growing photoperiod strains on 12/12 when vegged out to flower.

What no suggestions, think I will buy timer with two outlets to power two power supplys one for the COB and one for the active heat sink. Another power supply to operate intake and exhaust 24/7 so plant can breath.

I have a couple I play with, I don't even bother with the fans until a few weeks in.

I wonder if one of those far red initiator pucks from Rapid LED would be too much for a 5 gal space bucket five spacers tall. I think they cover 2'x2'. that's a lot to fit in a bucket, but they are very small and I don't think that they run more than 15 minutes at a time.
