Can you push air or only pull air through the filter?

Are these reusable? Also, do they stand up well? They look like they could tip over easily.

Thanks to a few friends, I have started ordering and starting to get my setup operational. Veg room is 2x6x8 flower is a 4x4x8 tent. One question is fresh air. Would it be wise to pull outside air 'basement air' or is it the same to just take fresh air from the room its in? I know its ok...
