So do all HID lights need a ballast, or just a mogul socket? Even the smaller 70-100 W ones?

Well for such a small space would CFL's be more efficient/less of a risk, or is an HPS that much more worth it? I plan to LST my plants also.. Also can't buy anything online. I have a local hydroponics store nearby, but I didnt see anything that cheap

So new theory then, 10 socket homemade adjustable reflector, and 3 sockets on each of the sides, with cool blue CFLs for veg, and warm white for flowering?

Well would using like 6 of both soft white and cool blue produce better results? And can anyone else answer the other questions? Thanks.

Oh, but I can. Would that be enough light though? All I've heard is stories involving less than stellar budding with CFL's.
