wht do people say collect rain water to water the plants what is the upside to doing this i use bottle water i get it for 25 cents a gallon

it says 1/2 teaspoon per quart and add pro-tekt or mild dishsoap as a emulsifier , what does the soap do and what kind would palmolive original work ,, do i need to spray it with a straight water to wash off after or just spray and done,,, sorry just first time using it
