Has anybody used sevin dust to keep pests off of your plants? Pros and cons. thanks

I need some help my babies are not growing, and the ones that are dont look healthy. I germinated the seeds and put them in soil on 3-12 and its now 3-25 should they not be larger. Comments and solutions are greatly appreciated. Using organic soil and plant and aquarium florescent lights 24/7.
