How old do my plants have to get until I have to put the fan on them?

I just planted my seeds yesterday and I planted them in miracle grow. Come to find out most people say miracle grow won't make the plant grow to it's fullest potential. So when exactly can I replant it? Should I just wait until it sprouts and then replant? Also, what's the best soil to use?

What is the vegetation stage and flowering? I am confused.
