2 plants, 1 flowering, 1 not

I started with 4 plants, after 10days in flower 2 were male. They are gone. Now on day 17, 1 has nice little buds forming and the other nothing. It looks like a female, but no signs of the little hair like things(and definety not male). It looks like it really wants to just bust out, but it's not. Plant is healthy. Light is off 14hrs. Plant that has buds is in soil, no bud is in waterfarm. This normal?

your light schedule should be 12/12 as to give the plants the signal to start flowering. 12/12 is ideal............

I started on a 12/12 for 6 days then went to 13/11 for 6 days now at 14/10. I should go back to 12/12?

12/12 is recomended because to flower plants MUST have a MINIMUM of 12 hours dark to signal flowering, but it is also the most efficient because they get the most light this way also.

OK today is day 21 in flowering. The one in hydro still has nothing. Is it possible for a plant to be stunted? It has no new growth, but still looks very healthy.
