250w vs 400w cool tube?

which would put out more heat? or the would it be the same.

a 250w hps where the ballast is included in the reflector.

or a 400w hps in a cooltube with external ballast

The 250W.
(NOW that IS with a fan blowing through the cool tube, right?)

My air cooled/sealed hood (400W) I can keep my hand on the glass and my beer on top of the hood. 200CFM 6 inch S&P fan.

The 150W's would heat that closet up in a NY minute.
