600w at 12" above OR 1000w at 24" above? TOO MUCH LIGHT???

A few times I have read/heard that the more light a plant can be given, the better it is.
"No such thing as too much light".

AND BLEACHING???

"That is due to the light being too close to the plants - Move the light".

CAN'T THAT CAUSE STRETCHING???

IS IT BETTER TO HAVE A 600w AT 12" ABOVE THE CANOPY
OR A 1000w AT 24" ABOVE???

(12" and 24" distances are hypothetical).

And how can one predict if a light is too powerful, or too close, and may cause bleaching???
(I always do the 'hand heat test' but this question isn't about heat, it's about intensity of light - I think?).
