here is a little ditty i dug up while researching fed spending. i have included the source doc but here is the important part

receive grants in the amount of $20 million each. If there are fewer than five
eligible states, those that achieve reductions will receive grants of $25 million
each. California received this bonus for FFY 1999.receive grants in the amount of $20 million each. If there are fewer than five
eligible states, those that achieve reductions will receive grants of $25 million
all being paid for by social security.
