Active cooling advice

Hey brothers, so I've chosen to go active cooling due to more efficient heat dissipation, and lower weight, also it's way harder to find passive heatsinks in my country for a decent price than getting some pc coolers.
My questions is, would some Coolermaster DK8-8ID2A-PL-GP be good enough to dissipate heat from some Luminus CXM22's at 1400mah?
And is the surface area good enough? It's not entirely flat (Picture uploaded)Sem título.png
Also is it ok to drill holes in this particular cooler?I need the 3/32 holes to fit the Ideal holder and some in the lateral of the dissipator to hold it in the L corners I intend to use to create a canopy.

They work fine, make sure they can handle the amount of heat produced.I used the Arctic Alpine 11's with 3590s.
