CFL's are really cheap. but for that kind of money you could actually get an HPS light or MH. try looking on the faq's, or i'm sure that someone will give you a detailed answer soon. i don't know too much about lights, mine are super weak.

You want a 400 Hps for flowering a few 6500k CFLs for your seedlings. After your seedlings get bigger in a couple or 3 weeks you'd switch to either the HPS or have a separate MH conversion bulb. Here's a popular online supplier of lights to get an idea on how much you can spend (the only ship to the US)

This bulb is perfect for people using 400 watt High Pressure Sodium systems. It offers an extremely high output of 55,000 lumens. Standard 400w HPS bulbs only emit 50,000 lumens. It's spectrum is also made specifically for plant growth with an additional 30% more "blue" spectrum over standard HPS bulbs. More "blue" spectrum means the bulb has a more complete light spectrum equating into better/more plant growth. This is a specialty horticultural bulb designed and manufactured for plant growth!
