I'm not sure if you are serious or not....the description itself says that it is 15 watts. There are a couple of hundred LEDs and they only produce 15 watts...oh, and the description says that it is a fluorescent light source. Huh??
Even the cheap Blackstars (which often fail from what I can see by posts on this board) are something like a dollar a watt.

If you were knowledgable, chose carefully and were reasonably skilled at construction, you might be able to make a decent diy LED light for $1/watt...a really good one goes for $2-3+/watt.

I like the idea of smaller, cheaper, low wattage panels. Call me crazy, but you could probably use that little 15W panel to germinate seeds or keep clones alive, albeit not the cheapest solution. Anyway, here's what I was thinking.

50W Warm White LED
Cheap Heatsink
or
More expensive heatsink
50W LED driver
1-2-3 presto, then find a way to hang that bad boy. Easy veg light for 1-2 plants, or supplement in flower.

Or maybe search eBay for a 50W Warm White LED floodlight if you don't want to solder and stuff.

6x 1w white chinese LEDs and my attempt to preserve a plant (I have no seeds/other plants) I found flowering in my compost around 3" tall(the weather has been brutal lately). She's actually revegging nicely alongside my maters and basil 'lings...

I'd suggest the DIY route, as I have taken, and you can save a lot of money.

Good luck.
