Not sure if it’s the ballast or the light how would I know ?

Swap the bulb with another is the simple solution. always good to have a spare bulb, even used.
Those old school magnetic ballasts can have a bad ignitor, cheap part to replace. One can use a meter to check that the transformer is working. Other than that it's just a capacitor and ignitor.
