Building a growbox just for your plants to get healthy start before goind outdoors!

Hello Everyone!
I don't have the option to grow plants for the whole sprout-harvest cycle at home. So for the past few years, I have been growing outdoors, with bigger succes every year. I don't really have had any problems with the plants once they are outdoors and could manage them pretty decent for my experience.
My biggest problem was always the struggle to start the plant. As I have to be sneaky living in the block and not being on the sunny side, I couldn't expose my new sprouts to the sun/light as much as needed and the plants would not have proper start (lenghty, skinny).

So I have thought of building a ''starter'' growbox (100x55x50cm space available), just to assure my seedling get healthy start before I put them outdoor! (1-2 weeks indoor)
I would be really happy to listen to any advice on how should I work on my project (I am tech-guy, so also any harder applications are welcome, as I am doing this for my pleasure!)

These are the main things I would like to know before starting anything!
Air circulation: (How much air do my plants need in this phase, should a fan be enough or would I need conduit if I would do the almost air-tight version to adjust humidity or not needed?)
Temperature: (Room temperature is around 22C, also some heat from the bulb and I probably won't need anything to regulate it!?)
Humidity: (Anything is welcome here)
Light: (how much time per day CFL/HPS/LED, how many Watts?) - also how much time a day to adjust them to the outside weather/sun)

Any advice is welcome or you can also post me links with simmilar problematic like mine :)
Also what about making really small green-houses (mostly just foil or smth like that), for the seeds to start outside without the risk of being eaten or burned/freezed. Medditerian weather with 18-25C during day (night I think around 8-11C the lowest)
