Can one test soil ph by putting soil in water for awhile and using ph strip?

Depending, of course, if you're comfortable with the general range that ph strips provide.

Someone said (if you don't have a soil test kit) to put 1 part soil and two parts neutral water, or whatever,
and..wait a few hours and use a ph test strip on that water to get an adequate general reading of the soil's ph.

Bunk or no bunk? Let's not get too technical about it. I said "adequate"...hehe.
