Can you tell if these are root aphids?

can't tell. root aphids have wings that stand straight up at rest; fungus gnats lay back flat. Also root aphids wings are twice the length of their body where gnat wings are exactly the length of their bodies.....

The one's without wings, I believe they're juveniles

No, it's not a root aphid.

You would see tiny fliers around first. They buzz about the soil surface...
Then your plant starts to look like you have a nutrient/pH issue.

Most likely Fungus knat's,put the card sticky strips around the base of the pot try and cover the top if possible,and you will catch them has they hatch,Dry the Medium out after every water even if it means the plant wilting a little this will rid the soil of them
