Pretty much anywhere in the Caribbean is pretty lax I've found. Aruba and St. Thomas you just chill on the beach and they come to you. St. Lucia was cool but super super poor. Can be dangerous I heard but didn't experience that.
My buddy toId me this story about Aruba about 10-15 yrs. ago.
He checks his wife in where they stayed and says he's going to try to score a couple grams of weed.
So he goes up to a cabby and asks if he can buy a tiny bit of weed. Cabby says yeah, but he's not allowed to get weed for hotel guests.
"You have to ask your towel man around your hotel, he's the guy that will help you."
So my buddy locates his towel man. The guy is standing outside the hotel with several towels for sale. Gold ones, purple ones, green ones, black ones.
My buddy tells the towel man what the cabby told him. The towel man says sure, what color do you want. I have gold, purple, green, black.
My buddy says he doesn't want a towel, he just wants a tiny bit of weed. The towel man says he knows what he wants. Pick the color.
So my buddy says just get me the best I can get for $50. Towel man tells him to wait a couple minutes and returns with a rolled up newspaper full of weed. My buddy claims it looked like 2 oz. and they only smoked 4 or 5 joints, left the rest in a paper bag in the lobby when they checked out.
So if you find yourself going to Aruba and don't want to go through customs hot, just look for the towel man.
