Cant decide when to harvest

Hey, Ive been growing little plants on an off for a couple years now but currently i have a very small outdoor plant thats budding nicely but most of the leaves have turned yellow and died. The bud still looks good but i dont know if i should harvest early or let the bud grow some more. Will the growth be affected without the outside leaves?

Not yet. A couple of weeks maybe, doesn't look ripe yet.

Thats normal towards the end of flower. Harvest when about 70% of the hairs are dry.
