Cfl's not working for me

Yes, this is my first grow, I've got 400 watts of cfl's n my plants just don't want to grow. I put them outside for a week n they grew more that week than in 3 months. I'm basically using my grow tent at night for total black out. I'm new to this and I'm finding a lot out, I think I maybe done growing in dirt, I'm going to start a new grow with Hempy buckets n see what happens.
My problem with dirt is, I'm either over watering or under watering.
I'm going to use Fox Farm products because pretty much everyone recommends Fox Farms.
Here's some pics of where I'm at.
Oh yeah, my dog ate one of my 3 month old plants.
Keep in mind, the two larger plants have been under cfl's for over 90 days. SMH it six to be a rookie. Lol

Ocean forrest/happy frog mix is a nice and easy place to start. Pick up some nutes too.

Also, with cfl's you don't want to use too big of a pot, probably want to add a little more perlite.
