Changes to the ACMPR - any truth to this ?

This is from an article in the Globe and Mail today :


When new cannabis regulations take effect this October, upon legalization, a provision will be added allowing Health Canada to refuse to issue or renew a personal medical marijuana grow licence if it "would likely create a risk to public health or public safety, including the risk of cannabis being diverted to an illegal market or use.”


This is news to me. Has anybody else heard of this ?

Define risk. Having a high plant count doesn't increase the risk whatsoever if you aren't selling it. Moot point.

what's with them barking up the tree with home safety again and again?
it has been proven in court (Allard) that there is no concern and the "experts" were tossed.
HC keeps ignoring the truth, makes you wonder what job they are doing with other meds.
can't trust them what so ever

If this is legit my guess is that this is to allow them to block giving grow papers to known dealers (people like Marc Emery) who under current provisions they can only stop from being a designated grower.
