culed leaves

Hey what would be the cause for the spikes on the sides of the leaves curling up?
3 weeks old, 7-9 inches, 400watt & 600 watt bulbs (22 inches away) Hydro soil. htdro store nuts (will change to fox farm soon).

What do yous think??
