See, most Americans still expect a fair fight in Politics. And at the rank and file County Level almost anywhere, that is exactly what it is. It is relatively fair because there is little money, not much power, and only a few choices. So, anyone can have it in a fair fight, no blood.
All that changes, of course, as money and power are more involved. The fight is no longer as fair. But, it isn't money either.

By the time it gets to Federal Level, people are not voting for President. They are merely informing their Electoral Delegates of their best idea. The State is not required to vote that way, so that is probably the 10th rail of freedom, States have a certain freedom from Citizens. But, it is perilous at best, so mostly doesn't happen. It can.
States have their own House in Congress. The Senate vs the Representatives. Reps, ignore the State and are based on Population Districts in Counties. Still these will only vote against their District, at peril, every 2 years.
