Welcome to DIY. The most popular choices in the LED section are:

1) medium to high bin cxa3070 3000k 80cri run somewhere between 800-1400mA

2) vero 29 3500k 80cri somewhere between 1050mA and 2.1mA.

The most popular coolers is either the artic 11 plus, seen in many threads here, or custom made sinks from heatsinkusa.

Everyone's DIY cob build has been great, even the chinese based ones.
 
Below you find a link to a top notch DIY light, outperforms any commercial light at a fraction of cost. From what I read here, even the 5000K are not necessary to get gorgeous plants, only slightly more energy efficient during vegging. Otherwise read all the various 40+ pages threads in this sub-forum with CXA or DIY in title if you want to dig in deeper in that matter.
However this is not really necessary, but might point you to .... 10$ cheaper 20 W 30W or 50W fasttech drivers without enclosure ... tables with the efficiency values of CXA3070 that might influence your decision on how hard to drive the COB (compromise between upfront costs and electricity bill). Simply scale the light below to your demands....

Thanks everyone.
@ficklejester the naming and bin number aspect is tricky. The math of heat transfer is also a little over my head.
At this stage I want to try out something that's gonna be somewhat straight forward and give me a feel for working with LED without costing too much if I break it.
I've grown and am growing with CFL's but space issues are getting me down.
I'm also looking at maybe having a small mother going sometime.

If I could DIY, almost anyone can do it. I went with something like above. The CXA 3070 Z4 3000k, Killer lights. You most likely get a lot tighter Buds and a little earlier harvest. I would recommend the above style it turns into a fun project and you will have top notch lighting.
