I bought calcium hydroxide and tried mixing it with RO water and it is only slightly soluble. After googling this I found out that most hydroxides with an exception of a few (exceptions include sodium hydroxide and potassium hydroxide) are mostly insoluble in water. I would recommend potassium hydroxide for ph up instead.

Mine to lol I have very hard well water that’s the reason I use soil cause I want to buy a charcoal filter for my water hose before I start hydro but whats a is a good ph down

A charcoal filter for your water will make it tastier for your plants but won't help with the hardness. You need an RO filter for that.
A good pH down is one you buy at the store that says pH down on the label. Same with pH Up which is almost always around 10% potassium hydroxide in water.
If you use RO water and AN pH Perfect nutes like I do then you don't need to ever fuss with pH.

I've used it for years and thousands of gallons of solution and hundreds of not thousands of plant. It works just fine The amount you use is tiny, maybe .5mg. the amount of sodium is not nearly enough to affect your plants. And it won't kill you like this concoction!
These organic plants were watered with RO water with Calmag added and PH'd with baking soda. Look pretty healthy to me!

I used baking soda for a year+ friend never had any issues, however I do believe for Hydro (DWC) grows to NOT use it. I on the other hand have been using soil as my medium of choice for the time being. When I go Hydro I will buy the correct PH up and down but for the time being baking soda never seemed to give me a problem yet
