ok i got a energy saving cfl its 20 watts and like 1150 lumens and 6500 kelvin is that good

You really need to do some research in lights.
Sure you can use the lights you have and it will probably grow your plants but it will most certainly not be enough to grow them to their full potential.
The Lumens, watts, and kelvin rating all add to the overall effectiveness of you growing situation. It is hard for anyone to say if it will be enough because there are far too many things to consider. Like where are you growing, how much are you expecting to get, what strain, soil type, etc., etc.
Research man, research! You will be happy that you did!

im growing in like a regular size crate with aluminum foil around it im just trying to grow one small plant

Maybe i can help you? i too started by wanting 'just 1 plant' i then decided that the 1 plant theory is fine but the same kit is needed whether you have 1 or 5 plants. eg Filter, extraction fan, inlet fans, lights and reflective walls are all needed either way and the temp humidity etc so the only factor really is space. i found that once i figured out the space needed for 1 plant, and then four plants there was very little difference between the space needed.
more plants may use more co2 too. so maybe think bout that too.
