Droopy or Curling seedlings

Alright...


Setup and Information:
So, I've got 4 little seedlings. In the picture provided - they're all 10 days old, and have grown bigger since the pictures were taken (3 days ago) - with no visible improvement.

They're being grown in Miracle Grow Organic choice potting soil - which was leeched for 72 hours (over 50 gallons of water) before being mixed 1:1 with Perlite.

Each plant is receiving 32w of 6500k CFL light, 3" from their leaf surface - and there is a steady breeze over each of the seedlings. They are growing fairly quickly (with the exception of the runt (bottom right cup). They are receiving 24 hour lighting - which as worked well for me in the past.

The most developed plant (top right) suffered a bit of CFL burn when the light shifted downwards and touched the newest set of leaves.

As for watering, these plants are watered with around 200ml of water every 4 days, and never until they're fully dry.

Finally, I tried added a tiny bit of calcium carbonate (around 3g) to the water that the top 2 plants (in the pic) have been receiving... It's made no difference in the last 2 waterings.


Question:
Why are my leaves curling? The leaf surfaces are all very plush and have good colouration. The leaves that curl under are "springy" like a pH problem (thus the calcium used above) or overwatering...

The bottom left plant is doing a fantastic job - and is receiving no different treatment than the rest of the plants.

I've never had this issue before - even with similar genetics and the exact same vegging setup. Hell, I've never had *any* real issues before this! Anyone have any idea what's going on?

They're staying at a constant 24-25c under 24 hour lighting... I've flowered into the 32c range before without issue.

And I specified they're in a 50:50 mix of leeched miracle grow shit and perlite.

Any other opinions?
