I have used 20w cfls a long time back and grew good plants under them but each plant was like a bonsai and there were many 20w 2700k clf with additional 35w 6500k bulbs. In theory you should be ok if your plant is pretty small. Like less than a cubic foot of plant after flowering stretch.
I also tried some bigger plants in a smaller cupboard with less wattage and the result was a plant that really struggled to flower and took forever.
With the other set up the plants were 6-8inches of bud which was solid. So its going to come down to how much of a plant you are trying to light up.

depends on your expectations^^ I'd say. some are happy with little popsicles, some need trees right.

If you want the most out of your plants surround them with lights.

hhmm alright i understand what your saying. does the distance of the cfl from the plant also matter? say its roughly 30 cm from the light is that alright? or should it be closer?
