I was just wondering if you need a voltage regulator on an inline fan, or if its safe to plug them into wall outlet?

You have to read it's specification. Then you will know how many volts and amps you need. If it needs your wall outlet volts then connect cable with plug and go on!

if you want to make it more silent then you will need some dimmer or fan speed controler

you should use a fan speed control like the "speedster"

a lighting dimmer is for lighting loads not motor loads. although the lighting dimmer will work, it may damage the dimmer or the fan motor over time.

Not to mention hurting your ears with its incessant humming. I use a five step variac myself with good results.
