Flowering Room: Cooling & Spectrum ?'s

Hey fellow growerz I have a couple quick questions that I believe you guys could help me out with.

First off...
I am building a flowering chamber from a 8'x4' hydrohut. I am wanting to make this a dual spectrum grow (hps/mh). Is their a particular ratio of hps/mh anyone would suggest for this flowering room?

What i have in mind is what i read from a growing guide, which reccomends a 3(hps):1(mh) ratio. With that in mind a planned on putting 2 600w hps and 1 400w mh, which would give me exactly a 3:1 ratio (1200watts of hps & 400watts of mh)

Next...
what would be an appropriate cfm fan to cool those 1600 watts? I am going to have 3x cool sun xl hoods which include 8" ducting on both sides and a glass shield. I am not going to scrub the air with this fan, I am only going to cool the hoods w/ this fan. I had in mind a Vortex 10" Centrifugal Fan 790 cfm.
