Friend or foe? Very tiny winged insect found on top of rock mulch (w/ video)

Hello, the title says it all.

I'm in late flower (end of week 8) so i can't really do much but pray and hope it's not dangerous.

It's very tiny, much tinier than fungus gnats, has metallic looking reflective wings and doesn't really fly but performs impressive jumps (for its size).

That looks kinda roach'ish...

I dislike any creepy crawly critters in my crib...if it has more than 4legs I either kill it or show it the door

Very cool links, dope shit!

It's much much tinier than any beetle i've seen there though, even tinier than a fungus gnat, but maybe it's a hatchling/baby of one of those species.
