Friendly counties/cities?

Im looking for some basic input as to what counties/cities are friendliest to collective grows? Ive read through canorml/safeaccess lists of bans, but I get confused reading through the different local regulations- some are 99 plants but 100 sq ft total, I think? Im guessing some of those are 100 sq ft per patient, while some mean aggregate.
Some also arent clear to me as to if it applies ONLY to outdoors and not indoors? etc etc.....
A lawyer would be the most helpful, but for now Im trying to get a general idea
ANY input would be great!

Santa Cruz seems to be pretty cool about growing. I would not recommend Monterey for the time being, but it appears the county might be relaxing its tight ass just a little bit in the next year or two. I know there's growers in LA and OC but don't know how the local cops treat them.

I don't know of any "friendly" attitudes to collective grows (meaning many plants). Currently, Sonoma County is the most liberal as far as plant count and how much dried bud one can have, but that is likely to change, the supervisors are already talking about it. Plus, the cost of living is quite high. Rents are high and forget about buying a house. We pay the most for gasoline in the nation, more than S.F. or Marin, even with the state producing oil and it being refined 30 miles away. However, backyard gardeners with 10 or fewer plants (like me) don't seem to attract attention. Law dogs want the big boys and "grow houses". An area in southwest Santa Rosa gets a lot of attention. There's a 100 sq. ft. limit that I never see mentioned in news reports.
