Germinating and sprouting seeds

My NL & Auroras came in the mail today. They're soaking in water now. Once they all drop to the bottom im gonna plant the tap root in some soil. Okay so my question here is do i put them under light once i plant or wait until they surface? Should i put some root stimulator in? If so when would be the best time to do so or should i just wait until first transplant? I have very bad luck with sprouting seeds but ive never bought good quality seeds before either so we will see..

Pop it in some damp soil, keep it relatively warm and in about 2-3 days, she'll sprout and be ready for the light.
