You can grow a cannabis plant under one 26 watt CFL, so long as you don't mind having a really tiny plant.
But just because you "can" doesn't mean you "should".
Its the "never steal anything small" rule.
If you're allowed to grow, you'd want to grow something bigger.
If you're not allowed to grow, you might as well grow a bigger plant, because the legal risk of a bigger plant is the same as a smaller one, and the work is basically the same.
With literally that exact same setup, if the grower swapped out the 26W CFL for a ($7) 55W one, the yield would effectively double with zero extra work.
Go to a 105W CFL, and now you're quadrupling the yield, again, with basically zero extra work.
