heat and slow plant growth need help

i am useing a dwc cabinet 3ft w 2fy d 4ft h all inclosed prebuilt.with a inline fan an a 265cfm squirrel cage blower exhaust fan.temp is i think getting to hot its around 35c(around87f) is this to hot? i put a fan in the room where the cabinet is but no change it is hot outside this week around 89f.just useing flos for veg 20w 6500k 1200 lums.also my plant seems to be growing slow its about 2 1/2 weeks old an only 1 1/2 ins tall any suggestions will help thank you:confused: ps my lights or all pre mounted flos one on each side and one 600w hps at the top can not move my plant res is to wide to pass the flos.what to do thanks
