Important to run your lights at night when you not consuming electricity also helps balance you consumption. You are starting to realize why 3k is not that much hehe
I would spend money on other stuff and probably get 2 good lights going at first. As you say you may have to cut back on size at first but you can expand 6 months in if you want

A few thing I would add to you list.

Reverse Osmosis or Some sort Water purification system
PH tester, PPM tester
Pipettes and measuring cups
****SHOP VACCUM****VERY IMPORTANT
few rubbermaid containers
Fans to move air inside the room
straps for hanging stuff such as lights, ducting and fans
duct tape, electrical tape
Power tools (drill or dremel with accesories)
bamboo sticks for steaking plants as they get bigger
soil or medium/clay
Air pumps and air hose
More air pumps and waterline
humidifier/dehumidifier or a/c if needed
The list goes on and on bro plan for atleast 500$ worth of crap at home depot and walmart lol

O ya and Nutrients and some more nutrients and more nutrients and dont forget nutrients !
maybe even some general 1-2-3 fungal/bact/pesticide/mitcide stuff aswell

Best of Luck

Yea of course thats expected. Im not worrying about how much its gonna be a month, just rtying to make sure im not running too much a mothn lol
If you are not using the refrigerator (get an ice chest if you want cold beer or something) and are not running the washer/dryer, no big TV, not many lights, turn the water heater off if it is not gas. You will be well under the radar as far as power usage.

As long as you are not worried about CO2 initially then you should be able to come in under that budget.

yea im not worried about that right now the room most likely wont be completely sealed anyway
One other thing you might want to think about is what the neighbors are going to think about you coming and going from an empty house.

I would consider starting to repair the house, tell them you are remodeling it or something like that. That way you dont seem so suspicious showing up every day or two.

Rught i feel you. the house isnt exactly vacant. It was a house that me and a family member used as a midway point betweeen out of town trips. Its just empty now because there is no furniture in it but yea the house has been being used and there was plenty of activity. and our neighbors know our faces so they will not be suspicious of us coming and going, that usually how its been for the last year.

Dont freak out about the electrical. Super easy fix. go buy 240 volt breakers of the same amperage as your 120 volt ones. Take out the 120 volt breakers (probably 2 for that room and switch them to 240 volt breakers. The wire is safely rated for this as you haven't increased the amperage just the volts meaning for example (120v x 15a x 2circuits =3600 watts, now instead you get 240v x 15a x 2circuits = 6400 watts) Just change out the receptacles which is as easy as hooking up 3 wires and you now have 240 volts to your grow room and enough power. If a 120 volt outlet is wanted for equiptment other than ballasts its very easy to split one off of a 240 volt outlet. :) cost estimate is $15 x 2 for breakers $20 for sockets. so $50 total. PM me if you have any questions.

$125 1- http://www.plantlightinghydroponics.com/sunlight-budget-gro-ii-1000w-120v240v-mhhps-remote-ballast-p-2789.html
$360 4- http://www.plantlightinghydroponics.com/hydrofarm-daystar-6in-ac-reflector-wglass-15ft-lamp-cord-p-2114.html
$20 tarp for floor
$300 1- http://www.plantlightinghydroponics.com/vortex-12-inch-1140-cfm-high-power-inline-fan-p-1368.html
$50-100 ducting
$410 1- http://www.progressive-growth.com/proddetail.php?prod=29004

2 bloom chambers one with 3 hps one with one mh. the one with a metal halid is for the last 2 weeks. Perpetual harvest so plants are staggered on a 2 week growth period.
other things not included wood frames panda film (cheap on ebay) soil, pots
Id also invest in short plastic tables, and a drip to drain watering regimen so that watering is made a lot easier. Maybe get an extra 1000 watt halide and 6 inch fan for the veg chamber. thats all :) easily under 3000. oh and a light contoller. id just use cheapo ones $15 each at home depot. and extention cords and buckets. little things. extra can be spent on ferts.

Thanks bro! The grow is still in progress. ive just been really busy and ive been doing a little more research. i dont want to just waste the money and build some crappy setup. i dont have money to waste so all the knowledge i can gain before i build is gonna go a long way. But i appreciate that list that is goning to be very useful when i start buying stuff.

Brand new member, had to respond to this thread because this is exactly what I am planning to do next month in a new house that I just bought. Can you talk about the security issues? Can 4000 watts draw enough attention to attract anyone's attention? What's your power bill per month?

Thanks a lot! Cant wait to get started!

Welcome to RIU Ace. Good luck on the venture. mine is still in the planning stages. i really have no security issues other than large electricty bills. im imaging that a 4000 watt grow on full blast is gonna generate atleast a $300- $400 bill. post some ideas you have for your operation. peace

Just wondering if you've researched what a normal house's energy output is. Is it overly obvious that we're 420 fans if we're pumping 4000 watts 18hrs a day or could it be equivalent to having a hot tub and a couple freezers etc?

Ya thats would be pretty comparable. I know my flat screen i just sold before i got the new LED one ran 2500 watts!

And sorry Im still doing my fist experimental grow on a few plants while reading as much as possible so i don't have any new ideas right for ya right now. Im meeting with the manager of a hydro store in la to fully plan out the entire two room system sometime within the next two weeks with 4000 watts intending to produce 5-7lbs in mind. ill be sure and post any new/creative ideas we come up with and discuss budgetary considerations too.

Thanks

off topic but can anyone recommend a good environmental controller for a 4000w flower room?

Needs to control the 4 lights/ co2 and humidity?

Powerbox or cap? Can they monitor humidity and co2 as well??
